He was one of Jehovah's Witnesses, retired from the Arkansas Highway Department after 33 years of service before retiring from the Wilmar Water Department. He also served as Wilmar Town Marshall for a number of years, and was a United States Navy Veteran of World War II. Jim Frank was a hard worker with many hats as he loved gardening, hunting, but what was most important to him was his family, always taking care of them. He was a very devoted and loving husband to his wife, father to his children, and grandfather to his grandchildren. He was truly loved and will be missed by his family and friends. In addition to his parents, he was also preceded in death by two brothers, William Carter and Ed Carter; and three sisters, Clara Fierro, Angie Burnett and Betty Jane Hayes.
Survivors include his wife of 72 years, Betty Jean Barnett Carter of Wilmar; two sons, James "Boots" Carter and wife Pat of North Little Rock and Anthony Carter and wife Pattie of Beaumont, TX; one brother, John William Burns of Seattle, WA; ten grandchildren, fourteen great-grandchildren, two great-great-grandchildren and an expected great-great-grandson in April
Funeral service will be 10:00 a.m. Saturday, November 16, 2019 at Stephenson-Dearman Chapel with burial to follow in Union Ridge Cemetery. Visitation will be one hour prior to service time Saturday at the funeral home. Online guestbook at www.stephensondearman.com
