Allen Wilson Maxwell, Jr., age 70, of Monticello passed away Monday, March 10, 2014, at his home in Monticello. He was born April 19, 1943, in Pine Bluff, AR to the late Allen Wilson Maxwell, Sr. and Ruby Lee Pearson Maxwell. He was also preceded in death by a brother, Dale Maxwell and a sister, Ginny Maxwell.

He was currently serving as Mayor of Monticello. He was a member of First Baptist Church, Twenty For The Future and was a Mason. He was a graduate of Warren High School where he played football, basketball and ran track. After graduating from Warren, Allen married his high school sweetheart, Dana Rough and enrolled at Arkansas A&M College where he played football in 1961 and 1962. He then became employed at Southwestern Bell Telephone Company in 1963 where he worked for 29 years before his retirement.

After retiring, he went to work for Congressman Jay Dickey at his Pine Bluff congressional office as District Director and later was Chief of Staff before becoming employed by UAP Timberland as a Human Resources Manager. Allen was also an Arkansas State Representative for three terms. He then was elected Mayor of Monticello where he has served for almost four years.

As Mayor, he was instrumental in many projects such as I530 funding, completion of the Monticello Sports Complex, implementation of the water improvement system, completed the restoration of the sewer treatment facility, completion of the new Monticello Fire Station and various other projects. He was a charter board member of the Southeast Arkansas Cornerstone Coalition. Allen was a strong backer for many Monticello and Southeast Arkansas economic development projects.

He is survived by his wife, Dana Rough Maxwell of Monticello; one daughter, Leslie Paige Maxwell Chase and husband Dr. Tim Chase of Monticello; one son, Allen Wilson Maxwell, III and wife Leigh of Madison, WI; three brothers, Tommy Maxwell and wife Beth of Monticello, Jerry Maxwell and wife Gale of Tonti Town, AR and Dr. Ralph Maxwell and wife Rhonda of Fayetteville; two granddaughters, Summer and Madisyn Chase both of Monticello; two grandsons, Pearson Maxwell of Madison, WI and Tommy Lopez of Monticello; a sister-in-law, Susanne Maxwell of Conway; two very special family members, Eddie Colvin of Dallas, TX and Zhenya (Eugene) Timonin of Novgorad, Russia; a brother-in-law, Rick Rough and wife Judy of Little Rock; and numerous nieces and nephews.

    Allen was one of my duck hunting buddies. We enjoyed many early mornings in the duck woods watching the sunrise. We had several great hunts at the "Posted Line Hole" back in the day as well as the "Golden Hole". One of my fondest memories was when we were hunting in Temple Island and Allen brought his Coleman stove, eggs, bacon and biscuits. Man was that some good food!     In about 1961, Allen Maxwell was graduating from the Warren High School, an Allstate end on the Lumberjack football team. I was in the 7th or 8th grade. He was one of my heroes. I had a chance to tell him that at a function for Coach Jamie Raper within the past few months. He looked good, and I am stunned at this sad news. I have known the entire Maxwell family, and they are all exceptional, every one.

Allen Maxwell was concluding one outstanding term as mayor of Monticello, Arkansas. Maxwell challenged all of us at various intervals on issues and the validity or implementation thereof, but overall he was one outstanding Mayor during one of the most fund stripped Administrative Periods in over 50 years in the United States and yet Monticello produced & productive in all arenas of Economic and Community/Education Growth and Development. Allen and I go back 15 years in Economic and Community Development during his Chief of Staff tenure with Jay Dickey and Mines as Senior Marketing Research Analyst with the Lower Mississippi Delta/Mid Delta Initiative. Because of Allen we have Industry coming and expanding, our Academic Institutions are par excellence and our City is the Flagship city of Southeast Arkansas. We all can be nothing-less than Proud and Honorable for the Life and Service rendered to/upon us by this one Giant of a Man. To Allen's Spouse and Family be assured the death or transition of your and our beloved one is not a blind alley that leads him into a state of nothingness, but an open door that leads mayor Allen Maxwell into eternal life, for loved God and his service to man/womankind no one could have did it any better.
